If a clinic provides plastic surgery, dermatology, or medical aesthetic services within its own facilities, it should be authorized as a healthcare facility. If a company communicating on behalf of the clinic manages the travel and organizational process, you should also check whether that company holds an intermediary authorization certificate.

Therefore, do not rely solely on statements about Ministry approval, accreditation, or international services displayed on a website. The certificate’s exact name, certificate number, legal entity name, address, and scope should be checked together.

What do Ministry of Health certificates indicate about aesthetic services?

Healthcare facility authorization certificate

A healthcare facility authorized by the Ministry of Health must meet the requirements for providing healthcare services under the applicable legislation. For plastic surgery, this registration is an important starting point, indicating that the facility where the procedure will be performed is subject to official oversight in terms of licensing, personnel, physical conditions, and healthcare organization.

This certificate does not guarantee that a particular aesthetic procedure is suitable for you or that there is no risk of complications. The procedure’s scope, the treating physician’s area of specialization, operating room conditions, anesthesia plan, and follow-up arrangements should be assessed separately.

International Health Tourism Intermediary Authorization Certificate

An intermediary certificate concerns the activities of a company that facilitates the organization of international healthcare services, rather than providing the healthcare service itself. The authority of any organization commercially managing services such as transfers, hotels, interpreting, clinic communication, and travel planning should be verified separately.

Aesthetic clinic ownership of a healthcare facility certificate does not mean that the clinic also holds an intermediary certificate. Conversely, an intermediary company’s certificate does not prove that the clinic or physician performing the procedure is authorized as a healthcare facility.

How can you verify an aesthetic clinic’s Ministry authorization?

Begin your document review by requesting written information from the clinic or the company managing the organization. Ask for current registration details together with the official legal name and address, rather than relying only on a screenshot of a certificate.

  • Request the full legal name and exact address of the clinic where the procedure will be performed.
  • Check which entity the healthcare facility authorization certificate belongs to.
  • Find out the legal name of the company arranging transfers and accommodation.
  • Ask whether this company holds an International Health Tourism Intermediary Authorization Certificate.
  • Compare the address on the certificate with the address of the clinic or company where the procedure or services will be provided.
  • Check official Ministry records to determine whether the certificate is current and whether it has been suspended, canceled, or subject to a change in scope.

For official verification, use the current lists published by the Ministry of Health concerning authorized healthcare facilities and intermediary organizations serving international health tourists. If you cannot find a record, do not make a payment before requesting an explanation from the clinic. Check using the legal entity name and city rather than searching only by brand name.

Accreditation, licensing, and international health tourism authorization are not the same

Aesthetic clinics may present different types of documents and certificates. A Ministry of Health international health tourism authorization certificate relates to the institution’s compliance with legislation when operating in the field of international healthcare services. A clinic license refers to the operating authorization of the facility where healthcare services are provided.

Accreditation may indicate that specific quality standards have been assessed by an independent organization; however, not every accreditation certificate replaces a Ministry of Health international health tourism authorization certificate. An ISO certificate, international quality certification, professional association membership, or private organization logo alone does not prove authorization to provide intermediary services for international health tourism.

Since follow-up appointments and fitness-to-fly criteria may differ for procedures such as facelift, rhinoplasty, blepharoplasty, liposuction, or breast surgery, do not arrange your travel schedule based solely on a sales representative’s verbal statements.

How can certification status affect price and service scope?

An international health tourism authorization certificate alone does not indicate a fixed price for a particular aesthetic procedure. Prices in Turkey vary according to the scope of the surgery, hospital or clinic conditions, anesthesia, length of stay, consumables used, follow-up appointments, and package contents.

  • The physician’s area of specialization, experience in plastic surgery, and the technical complexity of the procedure may affect the price.
  • In rhinoplasty, the approach—open or closed—the need for a cartilage graft, and whether the procedure is a revision can change the scope of treatment.
  • For liposuction, the treatment area, combined procedures, and length of hospital stay may affect the cost.
  • For breast surgery involving implants, the implant’s shape, surface, and warranty conditions should be assessed separately.
  • In cities such as Istanbul, Ankara, Izmir, and Antalya, the clinic’s location, hospital infrastructure, and accommodation choice may change the total cost.

When requesting a quote, ask for the total price in euros, which services are included, and under what circumstances additional charges may arise. Holding an authorization certificate does not mean that the price will be the lowest, that complications will not occur, or that a result is guaranteed.
